Waste, Fraud, and Abuse in U.S. Foreign Assistance Programs
Jay Rollins
Jay Rollins is a"seasoned" professional auditor with extensive experience in the public and private sectors providing financial and program assurance and oversight services for U.S.-funded international assistance projects primarily in the Middle East and Africa. Jay is a retired U.S. Foreign Service Officer who spent 25 years working for the U.S. Agency for International Development's Office of Inspector General and for the Special Inspector General for Afghanistan Reconstruction. He then headed the Internal Audit Department of Save the Children, an international non-governmental organization, for several years, after which he and his wife served as humanitarian volunteers in Jordan for Latter-day Saint Charities. He is a CPA, CIA, CGFM, and CFE, and currently teaches internal auditing and fraud examination courses at Utah Valley University.
Jay will be focusing his presentation on sharing stories about how to combat waste, fraud, and abuse in U.S. foreign assistance programs (e.g.contract/grant fraud, bid-rigging, etc.).
